Emergency Grant Program – Tropical Storm Hilary

On March 28, 2024, the Palm Desert City Council approved an Emergency Grant Program to assist commercial property owners and homeowners associations with remaining cleanup, repairs, and restoration due to Tropical Storm Hilary. The City encourages eligible property owners and homeowners' associations to apply to this program and consider using it to clean or repair stormwater facilities, such as retention basins, catch basins, and other water mitigation infrastructure.

To ensure effective flood control measures for the greater community, the City will soon begin inspecting private floodwater infrastructure and fining properties that have blocked or damaged systems. 

Who Qualifies?

If you own property or are part of a homeowners association within 250 feet south of Interstate 10, between Miriam Way and Washington Street, you may be eligible for assistance. This grant program targets commercial property owners and homeowners associations in this region. Individual homeowners, renters, and tenants on commercial properties are not eligible.

What Do the Grants Cover?

These grants aim to cover up to 35% of the costs for external cleanup, repair, and restoration efforts. For example, if your cleanup expenses are $572,000, you could receive a reimbursement of up to $200,000. 

How Does It Work?

To qualify, eligible properties must submit a formal cleanup plan outlining a scope of work. This plan will be reviewed by City staff and inspected upon completion to ensure satisfactory work before grant disbursements. Grant funds will be distributed in stages as work progresses, ensuring that funding aligns with completed tasks.

Important Points to Remember:

  • Eligible properties include homeowners’ associations and commercial property owners.
  • Maximum amount of up to $200,000 for each property owner or homeowners’ association, covering up to 35% of eligible reimbursable costs.
  • Properties must be located within 250 feet south of Interstate 10, between Miriam Way and Washington Street.
  • Funds must be used for external cleanup, repair, and restoration efforts of properties affected by Tropical Storm Hilary, and ensure proper functioning of drainage systems.
  • Potential grant fund recipients must submit a formal workplan to the City for approval.
  • Work completed prior to the application period is ineligible for reimbursement
  • Recipients must adhere to State Prevailing Wage requirements.
  • Applications are due by the end of the day on Friday, May 24, 2024.
  • The program will remain in effect until funds are exhausted, with the possibility of reinstatement pending City Council approval.
