On January 25, 2024, the City Council of Palm Desert passed Ordinance No. 1406, which creates five single-member council districts. The current council members will remain in office until the end of their terms.

The shift to district-based elections will start with the General Municipal Election on November 5, 2024. During this election, residents will vote for council members in Districts 1, 2, and 3. The transition will be completed with the November 2026 election, when residents of Districts 4 and 5 will elect their council members.

Roster of Candidates

The following individuals have qualified to appear on the ballot for Palm Desert City Council Districts 1, 2, and 3 in the November 2024 election. On August 15, 2024, the California Secretary of State conducted a randomized alphabet draw to determine the order in which candidates' names will appear on the ballot. The list below reflects this order:

Nomination Documents

In accordance with Elections Code Section 13313, a 10-day public examination period for candidate statements closed on August 19, 2024. Candidate statements and nomination-related documents are available for public review in the City's online records center. Unredacted documents can be inspected at the City Clerk's Office during regular business hours.

Campaign Finance Statements

The Palm Desert City Council has recently approved a pilot program for the electronic filing of campaign finance statements. The public can view both electronic and paper-filed statements through the public access portal linked below. Note that the electronic filing system includes statements from the calendar year 2023 onwards. For older statements, please use the City’s public records system, also linked below.

Campaign Contribution Limits

In accordance with Assembly Bill 571, the Palm Desert City Council enacted Palm Desert Municipal Code Section 2.38.060 imposing an unlimited campaign contribution limit on candidates for elective office within the City.

Role of the City Clerk

The City Clerk oversees local elections and works closely with the Riverside County Registrar of Voters to manage municipal elections. Responsibilities include:

  • Preparing resolutions for general and special elections.
  • Managing the candidate nomination process.
  • Handling initiatives, referendums, and recall petitions.
  • Officially announcing election results.

Please note that while the City Clerk handles election filings, they cannot provide detailed guidance on disclosure forms required by the Fair Political Practices Commission (FPPC). For specific questions about these forms, refer to the FPPC’s Campaign Disclosure Manual for Local Candidates. You can also contact the FPPC directly for advice at 1-866-ASK-FPPC (1-866-275-3772), available Monday through Thursday from 9:00 a.m. to 11:30 a.m.

Palm Desert Measure "G" - 1% General Transactions and Use Tax (Sales Tax)

On June 13, 2024, the City Council of Palm Desert adopted Resolution No. 2024-031 to submit the following measure to the voters in the November 2024 election. Download the proposed ordinance text in full. In addition, the City Council adopted Resolution No. 2024-034 expressing its intent to prioritize spending of Transactions and Use (Sales) Tax revenue for fire prevention, public safety, parks, library, and infrastructure purposes.

"PALM DESERT SAFETY, ROADS, CITY SERVICES MEASURE
To maintain Palm Desert's long-term finances, City services such as 9-1-1 emergency medical/police/fire response, fire protection, response to property crime/thefts, keeping public areas safe/clean, maintaining streets, roads, parks, youth/senior programs; retain/attract local businesses; and for general government use, shall the measure establishing a 1¢ sales tax generating approximately $25,000,000 annually until ended by voters, requiring public spending disclosure, funds controlled locally, be adopted?"
